Did the City undertake any special efforts to reach out to or include disadvantaged communities in its process? If so, what were those efforts? If you read this plan element in another context other than having to finish this assignment, would you understand something fundamental about what the community hopes to be in the future? And (4) Is the plan element web- and Millenial friendly? What would you change about its presentation?]
